The Patent Reform Act of 2007 was introduced into both houses of Congress on April 18, 2007. The Act presents many proposals, most notably of which are a change of the U.S. patent system from a "first-to-invent" system to a "first-to-file" system, and both substantive and procedural restrictions on patent owners seeking to enforce their patents in court. As reported in The Wall Street Journal Online, the proposal pits technology companies such as Cisco Systems, Intel, and Research in Motion against manufacturing, biotech, and pharmaceutical interests such as 3M, Caterpillar, Dow Corning, and Proctor & Gamble. The House of Representatives has passed the measure, but the Senate is still deliberating. Indications from the White House are that President Bush would sign the legislation.
