Hurricane Katrina and a legal and policy disaster

The effect of Hurricane Katrina on New Orleans, Louisiana was catastrophic and long-lasting. The disaster had major implication for a large segment of the population and legal ramifications for the entire United States. A discussion of various environmental Regulations and their effects on permitting, compliance and enforcement will be discussed in light of natural disasters such as Katrina.
