Here we describe an alternate synthesis route of TiO2 (b), a monoclinic TiO2 crystal phase. The TiO2 (b) nano-particles were synthesized by the hydrolysis of TiCl4 in distilled water followed by the addition of aqueous ammonia and dialysis of the amorphous product. The amorphous product was then calcined at various temperatures. The final product was characterized using XRD and SEM and the surface characteristics of the TiO2 (b) nanoparticles were determined using Surface Photovoltage Spectroscopy
