Which comes first, the standards or the curriculum?

Much emphasis has been placed on teachers aligning curriculum to local, State, and National Science Education Standards. Two approaches have been utilized to align curriculum. The first involves studying standards appropriate for the grade level and subject matter of a class and designing the course to match the standards. The second involves studying an already existing curriculum and determining which standards are met by the existing structure. This study compares these two different methods of aligning curricula with the National Science Education Standards and what affect the approach has on the continuity of the science curriculum. Either approach may result in the required outcome of checks and balances to show that a curriculum “covers” the standards. However, the “Standards First” approach results in more continuity both within a class and between classes in the science curriculum. Implications for science teacher education will be discussed.
