| The Stockholm Convention establishes a set of rules to limit the release of persistent organic pollutants into the global commons. It establishes requirements for Parties to control releases of an initial twelve chemicals and makes provision for new chemicals to be added to the Convention by the Parties. At their first full meeting in May 2005 the Parties had their first chance to take the work of the Convention forward. The meeting focused on helping developing countries with the process of implementation and it also created subsidiary bodies to do some of the Convention's detailed technical work. A standing committee has been established and charged with assessing proposals for new chemicals to be added to the Convention. Two new candidate chemicals were put forward during the meeting and three others were proposed shortly afterwards. These have now been subject to a screening assessment and all have gone forward to the next stage, in which a risk profile for each chemical is drawn up. How these and other candidates are dealt with will provide a clearer idea of what kind of instrument the Stockholm Convention will be. |
